Because men have reported additional side affects like increased arousal, more stimulation, more stamina and endurance. Basically kind of like herbal viagra.
When I was 18 I tried something called Magna RX. All I noticed was an increase in pleasure, harder erections, and more intense orgasms. But I didn’t notice any difference in size at all.
What I want to know is how come those products are not FDA regulated. That should be illegal, imho. I mean those pills can contain just about anything so long as it doesn’t kill people.

They are a scam. Most of these pills are advertised over the internet from countries that don’t have stringent controls on advertising or the supply of ‘health products’.
A lot of the adverts are from criminal gangs simply making money from fake pills and also from the credit card information that you supply in order to buy them. Criminals don’t worry too much about the law, least of all about FDA approval, etc.
